This is one of Fred Hembeck’s ‘Petey’ stories (the first?), which tell “the adventures of Peter Parker before he became Spider-Man!”. The stories basically insert Peter Parker and his school friends into a Dennis the Menace/Archie comic kind of setting.

This one finds Petey going out on an important errand for Aunt May, only to be waylayed by Liz and Flash. Hilarity, of course, ensues.
